அதிர்ச்சி.... இலவச கட்டாயக்கல்வி உரிமைச் சட்டத்தின்படி தனியார் பள்ளிகளில் 7 ஆண்டில் நிரப்பப்படாத 2,64,484 இடங்கள்


RTE 2009-ன் அடிப்படையில் 25 சதவீதம் இட ஒதுக்கீட்டில் தனியார் பள்ளிகளில் பொருளாதாரத்தில் நலிவடைந்த ஏழைக் குழந்தைகளுக்கு மாணவர் சேர்க்கை நடக்கிறது.
இந்த ஆண்டு மாணவர் சேர்க்கை விண்ணப்பங்கள் வழங்குவது இன்றோடு (25.09.2020) கால அவகாசம் முடிவடைந்தது. இச்சட்டத்தின்படி தனியார் பள்ளிகளில் எல்.கே.ஜி முதல் எட்டாம் வகுப்புவரை கல்விக்கட்டணம், புத்தகம், சீருடை அனைத்தும் கட்டணம் வசூலிக்காமல் இலவசமாக வழங்கப்படவேண்டும் என்பது விதிமுறையாகும். இந்த சட்டத்தின் கீழ் தனியார் பள்ளிகளில் கடந்த 2019-20ம் ஆண்டு நிர்ணயித்த 1,24,859 இடங்களில் 73,790 இடங்களுக்கு மட்டுமே மாணவர் சேர்க்கை நடந்தது. மீதம் 51,069 இடங்கள் காலியாக இருந்துள்ளது. அதேபோல் கடந்த 2013-14 கல்வி ஆண்டு முதல் 2019-20 கல்வி ஆண்டுவரையிலான 7 ஆண்டுகளில் மட்டும் நிர்ணயிக்கப்பட்ட இடங்களில் 2,64,484 இடங்களுக்கு சேர்க்கை சேர்க்கை நடைபெறாமல் காலியாக இருந்துள்ளன.
ஆனால், ஒவ்வோர் ஆண்டும் கட்டாயக்கல்வி உரிமைச்சட்டத்தில் அருகில் உள்ள தனியார் பள்ளிகளில் எல்.கே.ஜி முதல் எட்டாம் வகுப்பு வரை இலவசமாக படிக்க வைக்க ஏழை பெற்றோர்கள் ஆர்வம் காட்டுகின்றனர்.
சில தனியார் பள்ளிகளில் ஆன்லைனில் விண்ணப்பம் பெறப்பட்டு தகுதியானவர்களை தேர்ந்தெடுத்து, அந்த இடங்களுக்கு முழுமையான மாணவர் சேர்க்கை நடத்துகிறார்கள். 

ஆனால், பெரும்பாலான தனியார் பள்ளிகளில் சேர்க்கை முடிந்தது என்று கூறிவிடுவதால் ஆயிரக்கணக்கானோர் ஏமாற்றமடைகின்றனர்.
இது சம்பந்தமாக தகவல் பெறும் உரிமைச்சட்டத்தில் தகவல் பெற்ற சமூக ஆர்வலர் வெரோணிக்கா மேரி கூறுகையில், ‘‘ஒவ்வோர் ஆண்டும் தமிழக மெட்ரிக் பள்ளிகள் இயக்ககம் 1.25 லட்சம் இடங்கள் தனியார் பள்ளிகளில் இச்சட்டத்தின்படி நிறப்ப வேண்டும் என்று நிர்ணயிக்கின்றனர். 

ஆனால் பல்வேறு குளறுபடிகளால் நிர்ணயித்த இலக்கை சேர்க்கை நடைபெறுவதில்லை.
கடந்த 7 ஆண்டுகளாக இதே நிலை தொடர்கிறது. வாய்ப்பிற்காக ஆயிரக்கணக்கான ஏழை பெற்றோர்கள் கனவோடு காத்திருக்கிறார்கள் என்பதை அரசு கவனத்தில் கொள்ள வேண்டும். இந்த 2020-21 கல்வியாண்டிற்கான சேர்க்கை தற்போது நடைபெற்றுவருகிறது.
கரோனா எதிரொலியாக தாமதமாக ஆரம்பிக்கப்பட்டாலும் பெற்றோர்கள் ஆர்வத்துடன் விண்ணப்பித்து வருகிறார்கள். 

2020 ஆண்டு சுமார் 1.25 லட்சம் குழந்தைகள் தனியார் பள்ளிகளில் சேர்க்கப்பட இலக்கு நிர்ணயிக்கப்பட்டுள்ளது.
முந்தைய ஆண்டுகளைப் போல் அல்லாமல் இந்த ஆண்டு நிர்ணயித்த இலக்கை நூறு சதவீதம் நடைபெற அரசு நடவடிக்கை எடுக்க வேண்டும். அதற்காக மாணவர் சேர்க்கை விண்ணப்பங்கள் வழங்கவதை நீட்டிக்க வேண்டும், ’’ என்றார்.

According to the law, tuition fees, books and uniforms in private schools from LKG to Class VIII should be provided free of charge. Of the 1,24,859 seats set aside in private schools under the Act in 2019-20, only 73,790 were enrolled. The remaining 51,069 seats remain vacant. Similarly, in the last 7 years from the last 2013-14 academic year to the 2019-20 academic year alone, 2,64,484 seats were vacant without being admitted

But, every year under the Right to Compulsory Education Act, poor parents are interested in getting free education from nearby LKG to eighth grade in nearby private schools.

Some private schools apply online and select those who qualify and offer full student admission to those places.



But thousands are frustrated that most private schools claim that enrollment is over.

Social activist Veronica Marie, who was briefed on the Right to Information Act, said, "Every year, the Tamil Nadu Matriculation Schools Directorate decides to fill 1.25 lakh seats in private schools under the Act.



But the target set by various messes does not take place.

The same situation has continued for the last 7 years. The government should take note that thousands of poor parents are dreaming for the opportunity. Admission for this 2020-21 academic year is currently underway.

Parents are eagerly applying even though the corona echo started late.



The target is to enroll about 1.25 lakh children in private schools by 2020.


Unlike previous years, the government must take action to achieve the target set this year one hundred percent. For that, the issuance of student admission applications should be extended, '' he said.
